Migration 028 boolean defaults — server_default=sa.text("1") on project_rules.include_knowledge and include_context worked on SQLite but PostgreSQL rejects 1 as a boolean literal. Changed to sa.text("true") to match the project's Postgres-compatible migration pattern. v0.9.9 prod API deploy failed the Alembic migration step; v0.9.9.1 clears it. No data impact — the broken migration never committed a transaction.
