v0.1.2 improves installer reliability and adds an explicit help command.

Highlights:

• install-docapi.ps1 now downloads remote wheel assets to a local cache before invoking pip
• the installer falls back to Start-BitsTransfer when Invoke-WebRequest is unreliable
• docapi now supports docapi help and docapi help <subcommand>
