[Bug]: manual action guns only shoot once or twice before stopping in multiplayer server (both mine and others)

every time i join a server that isn't hosted by me, whenever i pull out the any manual guns, i can only shoot it once or twice before it simply stops working, this issue happens to others too
Guns work normally in singleplayer worlds

join multiplayer server 2.try shooting manual action guns multiple times

This issue exists in tacz-forge as well, but it can't be replicated consistently, so i think that i can't fix it currently.
