This pull request updates the list creation steps in the SharePoint guidance to reflect the current user experience. Specifically, it adds the missing step where users must select List under Create from blank after choosing New > List. This ensures the instructions match the modern SharePoint UI and resolves the confusion reported in issue #9666.
