This patch makes the operator terminal's production actions explicit and
transactional.

Changed

  • The terminal always shows Mark complete for released work. Operators can
report output and then complete the operation without first opening a timer.
  • Scanning or starting another operation while work is running now shows both
operations and asks for confirmation before switching.
  • The landing page and operator guides use the same start, report and complete
    flow as the application.

Fixed

  • Switching operations is one database transaction. A rejected target no
longer leaves the previous timer stopped.
  • Stop & complete now closes the timer and operation through one lifecycle
call instead of two requests that could partially succeed.
  • Start, pause and complete ignore repeated taps while a transition is pending.
  • Sequential release also blocks direct completion of unreleased work.
  • Production, issue and file dialogs provide accessible descriptions.

Upgrade notes

  • Apply 20260919140000_atomic_operation_switch.sql and
    20260919141000_sequential_finish.sql before deploying the frontend.
