refactor: Add back the semaphore concurrency:

Added back the semaphore based concurrency limit during VFS generation to test it in the wild against the new ActionBlock based generation. The semaphore based approach is enabled by default for now until the test results from the in-the-wild testing reveals which of them to keep going forward.
