New features summary:
(1) Hard fork at block height TBD, cheetah mode difficulty drop from 0.0025 to 0.002.
(2) Effectively a lock feature targeting big hashrate rigs after spike difficulty block mining event
will be removed. After this hard fork, the blocks can be mined as usual even after a spike
block (difficulty = 20G) is mined, spike or no spike with no difference.
(3) Fix the special case where the last block or the previous block position before difficulty
adjustment block is on spike difficulty.
