arcus v1.1.2

Bumped to v1.1.2 from v0.2.9
Implemented Arcus *.pkgs and *.envs files into arcus_config, strict-syntaxing
Now reads from such Arcus files instead of relying on internal 2D C-Style String Arrays.
Rewrote --ignore argument parser
Allows stripping of trailing \t characters for packages
Fixed printing errors due to int istty(int fd) check
