fix(updater): preserve fixed runtime update channel

Publish signed fixed-runtime updater artifacts through latest-fixed.json while keeping latest.json dedicated to embedBootstrapper. Validate build-mode configuration and resolve manifest asset IDs against release metadata before publishing.
