Wire ordinary daemon raw materialization through the existing typed revision replay substrate instead of the emergency containment block. Preserve ungoverned conflicting index state through immutable deferred application receipts, keep deferred debt visible but out of hot retries, and retain the one-GiB replay resource bound. When any filter or limit excludes raws (for example an oversized >1 GiB row or a provider-scoped repair), this call still invokes backfill_historical_revision_evidence, whose census loop parses archive.raw_membership_census_rows() before applying selected_raw_ids. That means repair_raw_materialization can read and parse raws that were not in executable_raw_ids, defeating raw_artifact_limit and the oversized guard and potentially loading a huge blob during daemon repair; please make the census/replay path expand only the selected cohort before parsing.

For JSONL providers whose blob_size exceeds RAW_MATERIALIZATION_EXECUTE_BLOB_LIMIT_BYTES, this removes stream-safe raws from oversized_raw_ids, and only oversized_raw_ids is excluded from executable_raw_ids below. Retained-raw replay still calls raw_revision_material()/read_all() before parse_stream_payload, so a multi-GiB Claude/Codex JSONL row remains executable and can be loaded into memory even though the backlog path treats all oversized raws as resource-blocked; treat stream-safe oversized rows as diagnostics-only until replay is actually streaming.

For membership cohorts with multiple strict-growth raw revisions and an existing ungoverned index session, accepted_sessions contains every accepted prefix, but raw_revision_replay_adoptable() merges those sessions by concatenating messages. That produces a different hash than the latest accepted head that apply_raw_membership_classification() would actually index, so a perfectly matching existing head is deferred as incomparable_existing_index_state and raw materialization stays blocked; pass/check only classification.accepted_raw_ids[-1] for this membership adoption guard.

## Summary Correct the unsafe ordinary-daemon replay amplification merged in #2688. Ordinary replay now censuses only the selected authority cohort; explicit offline rebuild remains the only archive-wide census route. Payload size is enforced after full durable cohort expansion and before opening any retained blob. ## Problem Independent adversarial review of #2688 found two critical defects: 1. `backfill_historical_revision_evidence(selected_raw_ids=...)` still parsed and rewrote membership census for every retained raw before applying the selection. A 120-row daemon batch would therefore rescan roughly 18k raws / 45 GiB and mutate unrelated source evidence. 2. The pre-expansion size guard could select a small raw whose authority sibling exceeded 1 GiB. Stream-capable formats were also incorrectly treated as executable even though `raw_revision_material` materializes the full retained payload before stream parsing. #2688 remains explicit evidence of the superseded unsafe implementation; this PR corrects it forward without rewriting history. ## Solution - Add selected-row support to the source-tier census reader. - Expand selected IDs through durable source-path and membership authority, census only that fixed-point cohort, and leave unrelated raw census rows untouched. - Keep `selected_raw_ids=None` as the explicit archive-wide/offline behavior. - Enforce `max_payload_bytes` over the fully expanded cohort before `_parse_retained_raw` opens any blob. - Treat all oversized retained raws as blocked; stream capability remains diagnostic until the retained reader actually streams. - Return a typed resource-blocked result to ordinary repair with stable metrics and detail. - Add anti-amplification, oversized-stream, and small-selected/oversized-sibling regressions that fail if unrelated or oversized blobs are opened. ## Verification - `devtools test tests/unit/storage/test_archive_readiness.py tests/unit/storage/test_repair.py tests/unit/sources/test_revision_backfill.py` — 56 passed in 81.81s. - `devtools verify --quick` — all 13 steps passed in 22.37s. Summary
Enable ordinary daemon raw materialization through the existing typed revision-authority replay path, replacing the temporary all-replay containment gate.
Problem
Source v7/index v32 shipped monotonic cohort classification, immutable application receipts, and safe offline replay, but
repair_raw_materializationstill refused every daemon candidate. Production therefore accumulated ordinary raw debt even after the authority substrate existed. A naive wire-up could also overwrite pre-authority index state, hot-retry incomparable cohorts, or parse retained blobs above the bounded-memory limit.Solution
backfill_historical_revision_evidence; selection remains a scheduling hint and authority expands complete cohorts.deferredindex-tier receipts instead of changing durable source evidence.OperationalError: database is lockedparse failure, while leaving arbitrary parse errors non-retryable.The offline inactive-generation rebuild continues to use the same authority substrate with explicit generation ownership; this PR does not merge ordinary and offline execution policy.
