Summary

Records a durable admission audit for every retained Wave-2 return and archives the materially distinct WebUI-03 replacement as r02.

Problem

Returned patches span stale snapshots and active owner lanes. Without explicit routing, useful requirements and proof material can be overlooked, while a stale patch can be replayed into a conflicting current surface.

Solution

Adds a concise active/deferred routing ledger, marks the already-merged Support-D proof as superseded, and preserves the WebUI-03 replacement with its checksum and conflict receipt. No external implementation is applied.

Verification

  • unzip -t — all WebUI-03 replacement members passed.
  • sha256sum23bb313904d20016da92e17b55cdbe62b1b9cc2523c07681cc931a0cd9215045.
  • jq -e validates the r02 and Support-D index states.
  • git diff --check — clean.
  • Push pre-hook: devtools verify --quick — passed.

Archive the distinct WebUI-03 replacement as r02, correct the merged
Support-D proof receipt, and record active/deferred routing for every
remaining Wave-2 package.

External patches remain evidence until their current owner reviews them
against master; this change applies no returned implementation.
