Release v0.13.0

FrameCode VibeWork V0.13.0

This release rebuilds FCVW as a clean, reusable governance framework and strengthens protection against regressions and incomplete Markdown context loading.

Highlights

• mandatory fcvw/plan@2 regression-impact contracts and Regression gate;
• ownership-aware framework upgrades and explicit V0.12 → V0.13 migration;
• separate application and framework release namespaces;
• event-, session-, section-, and skill-type selective reading routes;
• richer adoption and operations README;
• standard-library governance validator with 14 regression tests;
• exact, expiring legacy baselines for the incremental profile;
• clean-root, policy-index, orphan-route, skill-contract, Markdown, schema, and contamination checks;
• removal of production-derived comparison data and legacy application-style records from the distributable tree; prior history remains available through Git and earlier tags.

Validation

• 14 validator tests passed;
• clean-template: 0 errors, 0 findings;
• git diff --check: passed;
• staged ZIP independently revalidated;
• 188 ZIP entries under one FrameCode-VibeWork/ root;
• .github/ preserved in the repository and excluded from the clean template asset.

Migration

Read FCVW/MIGRATIONS.md before upgrading. Preserve project profiles and all project-owned records; replace framework-owned surfaces selectively. New or substantively reopened plans use fcvw/plan@2.
