Top-3 admission shortlist locked with maintainer (ranked by compile-time synergy depth; scenario clarity as tie-break). Synergy facts from #252.

Top-3

1. Command Router — command↔handler bijection + missing/duplicate diagnostics; fits existing EA/Strategy generator shapes; clear Sample; already named on F3.
2. Builder — required-step / incomplete-Build compile-time proofs + generated fluent surface.
3. Fork–Join Work Graph — DAG cycle/orphan validation + frozen topological waves (State hierarchy–analogue CT surface).
