Self-hosted proxy pool

It would be great if we could specify a proxy pool to use in chrome. either through a comma-separated list of proxy configs passed through an ENV, or some other config value.

This is also on our roadmap. I suspect we could use Playwright's proxy config and can specify it here: https://github.com/Skyvern-AI/skyvern/blob/main/skyvern/webeye/browser_factory.py#L148
