BuildContextPacket's anchor lookup (used by GET /packet/{type}/{slug}) previously only ever queried an item's real slug column — passing a human-facing identifier instead (a Decision's own DecisionNumber, a Task's own TaskID, a Goal's own GoalID, an Amendment's own AmendmentNumber) failed outright, even though Module.resolveItem already supports exactly this same fallback on the write side. Now falls back to the type's own humanIDColumns-named column when the real slug lookup returns ErrNotFound, matching Module.resolveItem's own behavior. Signal is unaffected — it has no human-facing identifier beyond its own slug, so it gets no fallback, same as before. Found live: this broke real click-to-Trace navigation in Smeldr Cloud whenever a remote multi-tenant read passed a human-facing ID instead of a raw slug. (A300)
