Needs update for libdisplay-info 0.3.0

libdisplay-info 0.3.0 was tagged earlier today, and -sys doesn't yet build against it. From rebuilding other packages that use libdisplay-info (I'm a distro packager) it doesn't appear that any needed any patches or other changes to support the new version so a simple expansion of the version check is probably fine as a quick fix until a new release can be made to support any new APIs.

afaict some functions under cta have been renamed and some now return (compatible) blocks instead of arrays.
so I don't think it would be a good idea to just allow linking against 0.3.0

from a quick look it seems possible to abstract those changes in the non sys crate

I'm guessing this hasn't been updated to avoid a breaking change until a solution is found that avoids any breakage? I don't know if this helps, but a solution in another project was to pull in both versions of a dependency and then implement both versions of the necessary traits.

I'm curious because I wanted to install niri (via package manager at first), failed until I found instructions to install an archived package, had my fun, then wanted to install from source so I could start contributing and had to install an archived devel package as well.

I started working on support for 0.3.0 last weekend but have run out of time unfortunately.
But I already have something running which works on all 3 releases. Last thing I want to resolve is version visiobility in the sys crate.
