Added

• adr_exemption_calculator accepts unit and basis. ADR 1.1.3.6.3 counts a specific
  quantity per transport category — litres for liquids and for compressed or adsorbed gases,
  kilograms for solids, liquefied/refrigerated/dissolved gases and articles — and the tool
  previously took a bare number and multiplied it whatever it was. Declaring the unit now gets
  it CHECKED against the dimension that Table A row is counted in; declaring basis: 'gross'
  is refused in any unit, because 1.1.3.6.3 counts the goods and not their packaging. A
  mismatch returns total_points: null, exempt: null and items[].basis_mismatch: true
  rather than a total computed from the wrong quantity. Declaring nothing is unchanged, so
  every existing caller keeps its behaviour exactly.
• shipment_summary accepts adr_quantity + adr_quantity_unit per item. Separate from
  weight, which is gross package mass and is not a 1.1.3.6.3 quantity for any row. Supply
  both on every dangerous-goods line and adrFlags.totalPoints is calculated; omit either and
  it stays null, as it has since 2026-09-04. The declared unit is validated on the same rule as
  the exemption tool.

Changed

• adr_lq_eq_check can now answer inconclusive. Column (7a) states the limited-quantity
  limit in one dimension, and ADR supplies no density, so a mass quantity against a volume limit
  (or the reverse) cannot be compared. Those items previously came back as a hard pass or fail
  from a bare numeric comparison — UN 1340 (limit 500 g) returned within_limit for 2 L
  and exceeds_limit for the identical 2000 ml. The server now withholds the verdict and
  names the dimension; overall_status gains inconclusive, and a batch holding any
  inconclusive item never reads qualifies. Descriptions updated to match.
• Tool descriptions state the nullable verdict fields on adr_exemption_calculator
  (total_points and exempt are null when no verdict was reached — never false as a
  stand-in for "not computed").
• The README diagnostic example no longer freezes a version or a tool count. It printed
  mcp_version=2.10.0 tools_registered=24 as literal output, which was wrong the moment either
  moved (live: 2.17.2 and 25). The example now shows placeholders; the command itself reports
  the current figures.

Fixed

• Two new inputs were accepted by the schema and then dropped on the wire. The
  adr_exemption_calculator single-substance path forwarded a fixed field list, so a declared
  unit never reached the API (UN 1203 at 300 with unit: 'kg' still returned 900 points and
  exempt: true against a litres row); the shipment_summary item mapper likewise omitted the
  ADR quantity. Caught by running the built package against production before publishing rather
  than trusting the schema — a declarable-but-inert parameter is worse than an absent one.
