Dogfood build for VS2019 RC/Preview 4.0

This is a pre-release version of SonarLint updated to work with Visual Studio 2019 RC and Preview 4.0.

It was built using VS 2019 Preview 4.0 (v16.0.28625.133) and smoke-tested on VS2019 RC and VS2019 Preview 4. It will not install on earlier previews.

Important notes:

• the vsix in this release is only installable on VS2019 RC/Preview 4 or later. It is not installable on previous versions of Visual Studio.
• it is an alpha version, so has only undergone limited testing (issues are raised in standalone mode, can bind a solution, can update a previously bound solution). The testing was done against VS2019 RC and VS Preview 4.0.

Known issues:

• #818: Analyzing additional languages crashes VS. This release contains a temporary fix for the issue.
