v1.10.0 — Continuous conformance

Adds §20 Continuous Conformance: normative CI gates (relay conform --strict + full x-FuSa lifecycle + relay interop), behavioural golden-vector conformance, core/tooling conformance tiers, mandatory evidence (requirements/HARA/dFMEA/TARA), and supply-chain (SBOM/provenance/SLSA). RELAY's own CI now runs the FULL go-FuSa lifecycle (check/trace/cyber/vuln/qualify gating + verify/fmea/boundary/coupling/release/gap-reports/audit-pack). SpecVersion 1.10; REQ-088/089/090.
