v0.2.3 — Release workflow green end-to-end

Completes the release.yml fixes:

  • PR #10: fixed the YAML parse error (0-job startup failure on tag push)
  • PR #12: fixed lcov GCOV version mismatch (--gcov-tool gcov-12) and made the certification gap/coverage reports (ASIL-B / SIL-2 / DAL-B) non-blocking, consistent with ci.yml

This is the first tag where the Release workflow runs end-to-end, regenerating and committing the full safety-artifact set (FMEA, GSN safety case, TARA, SBOM/provenance, ISO 26262 / IEC 61508 / DO-178C gap reports, structural coverage, SAS, SCI, audit pack, compliance report, safety badge).

No source/API changes. RELAY spec v0.2 conformance unchanged. 27/27 CTest cases pass.
