Patch release adding RELAY conformance enforcement to CI.

Highlights

New CI gate relay conform (RELAY §12 conformance) (issue #18): every PR now checks out the authoritative SoundMatt/RELAY validator, builds the cpp-rcp CLI, and runs relay conform --strict — version/capabilities/status documents are gated against the RELAY spec on every change.
rcp::kVersion → 1.0.2; CMake project version synced. No library behaviour change; RELAY spec_version unchanged at 1.0.

Builds on v1.0.1 (100% FuSa/cyber requirement test coverage). PRs #22 (gate) + #24 (release).
