[Alpha v18.0.13] Light/Dark Mode Issue

Description

If you have your device set to Dark mode, and in Rock, your setting is Light mode, the UI will briefly flash dark mode when navigating between pages. Video for example:

I tested on a 2021 MacBook Pro using Safari, Google Chrome, and Brave Browsers. Same results with all browsers.

I then tested on our Dev Server, a Microsoft Azure VM running Windows Server 2019. I used Google Chrome and I did experience the same behavior.

I then tested this in Safari on my iPhone and did not experience the issue.

Some pages the brief flash is quicker than others. I will also note that this is more pronounced in our dev environment, where the VM and DB are scaled back. The dark mode will appear several milliseconds longer than what it does in the video recording above.

Actual Behavior

Dark mode briefly flashes between pages.

Expected Behavior

Dark mode should not briefly flash when the Rock setting is set to Light mode.

I'm seeing a similar, but opposite issue... if my OS is set to Light mode and I set Rock to dark mode, on certain pages I see a flash of "light mode" of the page before it then renders dark.

For me this is most easily seen when going to edit a Nextgen label, since they take 1+ sec to load on my test system. If I...

1. have my Mac/PC in light mode
2. Put Rock in dark mode
3. Go to /admin/checkin/nextgenlabels
4. Click on a label to edit it

I will see a white/lite, blank "Label Detail" page for a split second before the Label Detail page renders in dark mode.
