decision(product): confirm public identity, ownership, and Phase 0 gate #6

Description

@back1ash

Summary

Confirm whether PROOF is the public product, repository, CLI, package, and GitHub App identity or an internal codename. Establish accountable owners for product decisions, success metrics, security, and releases, and define when and how the Phase 0 decision will be made.

Scope

  • Evaluate naming consistency and basic availability across intended public surfaces.
  • Decide which surfaces use the PROOF name and document any exceptions.
  • Assign one accountable owner, by person or maintained role, for product decisions, product metrics, security response, and releases.
  • Define the Phase 0 review point, required evidence, decision participants, and possible outcomes.
  • Record the decisions in repository documents or ADRs.

Acceptance criteria

  • The public-name decision and rationale are documented.
  • Intended repository, CLI, package, and GitHub App names are recorded.
  • Each ownership area has an explicitly accepted accountable owner.
  • Backup or escalation paths are documented where appropriate.
  • Phase 0 entry criteria, evidence, decision authority, and review point are documented.
  • Permitted outcomes are explicit: proceed, revise and re-evaluate, or stop.
  • Any unresolved question has a named owner and review point.

Dependencies

  • Current product requirements and project goals.
  • Maintainer availability and acknowledgement.
  • Basic name and namespace availability research.

Non-goals

  • Producing brand assets or a complete brand guide.
  • Registering trademarks or legal entities.
  • Selecting the runtime, validator, or deployment architecture.
  • Making the hosted-product go/no-go decision in this issue.
