User Story

As a PM, I want to add my own onboarding steps for a team member, so that project-specific tasks are covered — e.g. "meet your colleagues" or "join the daily standup".

Acceptance Criteria

• A PM (or Admin) can add custom steps to a member's onboarding.
• A team member can request to skip a step (with a short comment why), but cannot add steps themselves.

Sub-Tasks (by team)

• Backend — add custom steps (incl. to several members at once); enforce PM/Admin-only; skip-with-comment
• Frontend — PM UI to add steps (single + bulk); member skip-with-comment dialog
