Marks PR #25 (P4-2 persistent universe + tradability cache) as merged in CLAUDE.md/AGENTS.md: adds #24 (docs) and #25 (P4-2) to the merged-PR list and flips the Phase 4-2 entry from the working branch to "PR #25 merged to main". Docs-only; AGENTS.md is a verbatim copy of CLAUDE.md.
