[BugFix] Stream load failed because duplicate begin txn request (backport #59089)

Why I'm doing:

If the beginTxn RPC times out, BE will attempt to resend the beginTxn request. As a result, the FE may receive duplicate beginTxn requests. Currently, the stream load process fails because it does not properly handle the DuplicatedRequestException.
