Bump em Cargo.toml, Cargo.lock e openapi.json. - docs.html: remove o badge hardcoded "v0.3" (vira "read-only · SEI Pernambuco") — versão real fica em /health e /openapi.json. (Seção Cache veio no #76.) - index.html (landing): adiciona /v1/andamentos/stream (SSE) e menção ao cache (X-Cache/Cache-Control) no card de Andamentos. - deploy/04-update-sudo.sh: versionado (update seguro: backup + healthcheck + rollback; usado para o deploy da v0.5.4).
