Prepare CanopyOps Build Week entry

• adds a prominent OpenAI Build Week provenance section and detailed architecture/collaboration record
• adds a five-minute fictional judge quickstart
• publishes the existing 12 deterministic tests and runs them on Windows, macOS, and Linux with GitHub Actions
• clarifies that public test code is covered by the MIT portion of the split license

Why

The Build Week rules ask plugin entries to explain how Codex and GPT-5.6 contributed, provide installation and supported-platform guidance, and give judges a way to test without rebuilding. These changes make the existing CanopyOps machinery, evidence, human/AI responsibility split, and limitations directly inspectable.
