Adds the self-contained Hermes 0.21-compatible Substrate retrieval plugin under
plugins/substrate. Registers bounded turn-context injection, completed-turn capture, andmemory_search,memory_expand, andmemory_evidence. Preserves the legacysubstrate_wikiplugin and installer.Validation:
