Summary
Removes the legacy substrate_wiki provider, its installer/builder, migration benchmarks, release assets, and publication-policy machinery. The repository now contains only the current Hermes 0.21.x substrate plugin (0.3.0), its tests, a deterministic release builder, and a dependency-free hygiene check.
