Adds initial TouchDesigner project files

Sets up the basic file structure for a TouchDesigner project,
including project files, templates, and necessary configurations.

This includes:
- Initial project workspace and template files.
- Gitignore entries to exclude release builds and TouchDesigner packages.
- tdmPackages.yml file to specify required TouchDesigner packages.
- Python script for preparing files and saving external tox files.
