Use a star treatment for LITEFile-recommended filing choices #187

Context

This is an unfinished item from #102. The filing flow currently needs a lightweight way to identify a LITEFile recommendation/best guess without making it look like a required or authoritative court value.

Goal

Use a star treatment/icon instead of the visible Recommended label for recommended court/case-related choices, while keeping the meaning accessible and allowing the filer to choose something else.

Acceptance criteria

  • Recommended choices can be visually identified with a star treatment rather than the word Recommended repeated in the choice label.
  • The icon is not the only accessible indication: provide screen-reader text, an accessible name, legend, or equivalent explanation of what the star means.
  • A recommendation does not silently preselect or lock a value unless the product flow separately calls for that behavior.
  • The filer can override the recommendation.
  • Saved user selections are not replaced by a later recommendation.
  • The treatment is reusable for court/case-type or similar LITEFile-generated recommendations rather than being hard-coded to one Illinois screen.
