fix(fastboot): restore download buffer halving lost in rename

- assign the halved size to MaxUSBBufferSize so mFlashDataBuffer lands
  at the middle of the transfer buffer instead of one past its end
- cap download and fetch at half the buffer again, keeping USB writes
  and parallel flash staging inside the allocated transfer buffer
- report the actual allocated size in the init debug log
