Stored preview-thumbnail intent, made review-visible

DocFence 0.38 adds a privacy-safe, aggregate-only inventory for direct Word
Settings w:savePreviewPicture declarations.

  • Public reports expose only enabled and explicitly disabled setting counts.
  • DFP088 rejects a candidate that explicitly requests preview-thumbnail
    generation on save; DFP089 protects an approved stored baseline.
  • The direct future-save request is distinct from DocFence's existing
    relationship-bound OPC package-thumbnail inventory for an image that is
    already stored in the package.
  • The scanner does not create, decode, render, or classify a thumbnail; open
    Word; save a document; or predict client behavior.

Validation includes canonical Transitional and Strict boolean leaves, malformed
direct-state rejection, output redaction, policy findings, full tests, tagged
CI, and a fresh installed-wheel check against DCAB's paired fixture.
