Static OPC package-signature coverage now requires the standard timestamp declaration inside the one package-specific object.

  • Requires the fixed idSignatureTime property, an empty or root-signature-fragment target, and exactly one attribute-free SignatureTime element.
  • Requires attribute-free Format then Value children, recognizes all six OPC schema precisions, and checks their lexical agreement.
  • Malformed timestamp declarations leave static coverage unavailable; this remains structural parsing, not timestamp, XMLDSIG, certificate, trust, or Office-client validation.

Verification: 68 tests, DCAB adapter against the released wheel, public signed-corpus compatibility smoke, deterministic wheel/source builds, and passing main/tag CI.
