Corrects bounded static OPC Relationship Transform coverage resolution: RelationshipReference/@SourceId and RelationshipsGroupReference/@SourceType now match stored relationship IDs and types ASCII-case-insensitively, as OPC §10.6 requires. Every match is covered, including distinct IDs that differ only by ASCII letter case.

This does not broaden selector interpretation, transform execution, digest verification, XMLDSIG validation, or trust decisions.

Validation: 70 tests; the 29-document public corpus is profile-identical to 0.58; main and tagged CI passed; two independent epoch-fixed builds produced byte-identical wheel and source-distribution artifacts.
