Document Change Assurance Benchmark 0.29.0

This release adds a deterministic WordprocessingML regression case for a direct content-control lock-declaration change.

• Adds review.content_control_lock_state_changed, bringing the corpus to 40 paired cases and 40 scored facts.
• Holds the package-member set, carrier ID, tag, and stored text fixed while changing only one direct w:sdtPr/w:lock/@w:val declaration from unlocked to sdtContentLocked.
• Validates exactly one direct lock declaration with one of the four schema states: unlocked, sdtLocked, contentLocked, or sdtContentLocked.
• Updates the optional adapter to recognize only DocFence's public aggregate lock-inventory transition, without consuming private identifiers, tags, text, paths, or fingerprints.
• Pins adapter CI to DocFence 0.39.0.

The case is static stored-markup evidence. It does not infer an omitted lock, verify client-side enforcement, open Word, or make any runtime behavior claim.

Validation: the 40-case source and bundled fixture corpora validated; 35 core tests passed with one optional adapter test skipped by default; the configured adapter test passed against DocFence; ruff, build, and package checks passed. Hosted CI passed on Python 3.11, 3.12, and 3.13, including the adapter installed from the tagged DocFence release.
