DCAB 0.3.0

DCAB 0.3.0 adds external.drawing_linked_picture_target_retargeted, a deterministic WordprocessingML pair where a stable DrawingML a:blip r:link marker is retargeted only through word/_rels/document.xml.rels.

The 14-case corpus keeps all target-like data out of public truth, preserves fixture schema version 1, and validates the marker, relationship type, target mode, exact package boundary, and stable stored text. The optional DocFence adapter maps the case from public aggregate relationship and linked-picture inventory evidence.

Validation: 12 local tests including the adapter; hosted CI passed on Python 3.11, 3.12, and 3.13; clean wheel and sdist installs validate the bundled corpus.
