Passive PieceInfo action controls

PDFCAB 1.14 adds 11 standard-shaped catalog /PieceInfo /Private controls containing action-shaped dictionaries without an execution trigger. Each pair changes a type-specific action behavior field and expects a byte-level change only.

The generated, packaged corpus now contains 139 checked fixture pairs. PDFFence 1.14 scores 139/139; released PDFFence 1.13 scores 128/139, missing exactly these 11 selectivity controls.

Validation: 69 tests and Ruff pass; reproducible wheel/source builds and clean installs were verified.
