Semantic action-trigger hardening

PDFFence now treats action behavior fields as active only when reached through a standard PDF action root. Action-shaped dictionaries in catalog /PieceInfo private application data remain byte-level changes rather than producing active-content findings.

This release adds coverage for 11 action types stored in standard-shaped PieceInfo private data, preserving detection for real roots and /Next action chains.

Validation: 207 tests and Ruff pass; the paired PDFCAB corpus scores 139/139 in clean wheel and source-archive installs.
