Add Slop and STE Vale styles

Slop targets prose written by LLM agents in docstrings, code comments,
specs and plans: metaphor standing in for mechanism, qualifiers that
narrow nothing, comments that restate the signature below them.

STE implements the ASD-STE100 writing rules. The approved-word dictionary
is deliberately not reproduced (ASD copyright); docs/ste-dictionary.md
explains how to generate it locally.

28 rules. scripts/test.sh asserts every rule fires on a dirty fixture and
that the clean fixtures stay at zero alerts, including the terms-of-art
carve-outs (SLSA provenance, sentinel value, load-bearing wall).
