Publishes the framework packages that in-mesh source compiles against. The
immediate driver: Hosting/FleetConsole binds MeshWeaver.Mesh.InstanceSetupDefaults
(core #2550), which exists only in source and in ci.* IMAGES — never in a
package. The pack resolves the framework from the published MeshWeaver.Graph,
which topped out at rc7, so 'Pack and publish' failed fleet-wide with
'nothing was pushed' and NO module bundle could reach the registry.

Also the first release carrying the collaboration carve-out (#2660): comments
and track changes are the MeshWeaver.Markdown.Collaboration MODULE now, so this
framework no longer ships them in the platform assemblies.

Tagged on 03642028e, whose MeshWeaver Build and Test is green.

Note release-images.yml will fail on this tag until Plugins#867 lands — it
compiles the plugins repo, which still references the assembly core removed.
release-packages.yml does not touch that repo, and it is the lane that matters
here.
