DPM v1.0.1

Python file packaged into an .exe for those without Python installed on their PC. Tested only on windows, your mileage may vary.

Ensure that you still download the settings.toml file, and place it in the same directory as the exe.

Now updated to fix an issue with the zip encoding and a syntax error in Forge.
