Changes

• Require a permission to hatch pet eggs. hatching.permission sets a global permission node, and species or pets override it with hatch-permission; false or "" lets anyone hatch that type. Players without the permission keep the egg and are told they cannot hatch it. The permission is checked again at the final confirmation. Without either setting, anyone can still hatch eggs, as before.
• Add the Gray Border Collie as a separate pet type with its own model and egg.

Requires Java 21 and Minecraft 1.21.10. Existing configuration and saved pets are preserved.
