Changes

• Add staff Focus get, set, add, remove and reset commands under the existing administration permission.
• Clamp edits without integer overflow, save immediately and report the resulting balance.
• Roll back failed saves for value edits and full Focus restoration, while retaining loaded-character checks.
• Add command completion, staff documentation and behavior tests. Player Focus regeneration is unchanged.
