Fixes invisible walkable-deck platforms left on the track after a train had moved on. When a car unloaded, Paper had already marked the deck's shulkers in the car's chunk as invalid, so they were skipped. If the chunk stayed in memory, they came back without the car when it was next fully loaded, and could not be removed. Deck boxes are now always removed with their car. Any deck part that no car is using is removed when its chunk's entities load again.

No configuration changes are needed. Decks already left behind on a running server disappear on the next restart.

Also includes the train bogie skin fix from v2.4.4, which was not published separately.

Validated with 604 tests, the release build, and a Paper 1.21.10 lab that reproduced the leak on v2.4.4 and confirmed the fix. Change: #47
