dsh-notifier v0.13.1

v0.13.1 is the v0.13 follow-up release.

Highlights:

• closes the admin UI bilingual resource and evidence-boundary follow-up
• refreshes the npm documentation allowlist and README gallery
• includes six viewport-sized Admin Console screenshots for desktop and narrow/mobile layouts
• validated with 2011 automated tests, release guard, 28-channel matrix, and Host compatibility checks
