Merge remote-tracking branch 'upstream/main'

Conflict resolutions:
- ci/create-release.sh: keep the fork's idempotent draft-release logic,
  adopt upstream's portable #!/usr/bin/env bash shebang.
- ci/make-winget-pr.sh: keep the fork's deletion (external release
  publishing was removed in af4102e6b).
- .github/workflows/cargo-cooldown.yml: drop upstream's new workflow; it
  is gated to wezterm/wezterm and breaks the fork's invariant that
  ci/generate-workflows.py is the sole owner of .github/workflows
  (ci/test_release_workflows.py passes 12/12 with it removed).
