Significant fixes and some additions to the ini settings. Couple of minor fixes otherwise.

Again, the Windows EXE does show a false positive in some virus scanners (Virustotal Scan, running in Python is an option.

And again, BACK UP CONFIGS AND INI FILES BEFORE RUNNING. If you have HLSL settings for vector games in vector.ini, this should leave them alone, but just in case, back it up.
