Fix fallback_fonts_dir to actually override system fonts

Previously, setting fallback_fonts_dir only registered fonts via manimpango but system fonts still took priority in Pango's fallback resolution. This meant rendering results varied across systems depending on installed fonts.

Now when fallback_fonts_dir is set, fontconfig is fully reinitialized (FcFini + FcInit) with a config pointing only to the specified fallback directory, and a new PangoCairo fontmap is created and set as default. This ensures consistent rendering across different systems regardless of what fonts are installed.

When fallback_fonts_dir is None (default), behaviour is unchanged.
